The largest healthcare infrastructure initiative of its kind in Atlantic Canada, Nova Scotia’s Healthcare redevelopment project presents a once-in-a-lifetime opportunity to rethink and rebuild the way health care is delivered to achieve excellence in health, learning and research and provide exceptional care for individuals, families and communities across the Province.
Nova Scotia Lands’ Health Infrastructure, Projects Division is recruiting a dynamic executive project leader to oversee the successful implementation and delivery of this extraordinary initiative.
Reporting to the Chair of the Board of Nova Scotia Lands and working closely with the Executive Oversight Committee and the Project Leadership Team, the Vice President, Infrastructure has responsibility for project execution in accordance with approved scope, budget, schedule and quality deliverables and provides leadership oversight for QEII New Generation and Cape Breton Healthcare Redevelopment Projects, comprising of both traditional Design and Build model and Design Build Finance Maintain (DBFM) delivery models. A respected people leader and collaborator, they guide and support large project teams and stakeholders through all project phases spanning planning, procurement, selection of and negotiation with preferred proponent(s), construction, commissioning and transition to operational phase’.
A skilled communicator and relationship builder, the Vice President has a natural ability to engage internal and external stakeholders and to actively listen in order to understand different views and perspectives and build consensus. They thrive in complex multi-stakeholder environments and are able to build and leverage strong working relationships to ensure effective communication and alignment with Departmental and Nova Scotia Health Authority representatives, Project Companies, External Advisors, Consultants and counterparts in the architecture and construction industry.
The successful candidate has at least ten years of leadership experience delivering on large complex infrastructure projects requiring significant planning, coordination and execution of concurrent activities between multiple stakeholders, meeting deadlines and managing change. Prior experience working in a government/public environment and the ability to effectively navigate complex political networks is preferred. Experience in health care and DBFM procurements/construction projects is considered an asset. On site construction related experience is required as is demonstrated experience with the preparation of project specific output specifications. A trusted people leader, the successful candidate has experience developing and leading high performing teams, and can effectively direct the work of project teams, consultants and stakeholders in a fast paced, results and schedule driven environment. The Vice President has a degree, preferably in Engineering, Architecture, Planning or Project Management. A PMP designation is an asset.
